The regular monthly meeting of the Board of Supervisors for the Town of Draper was called to order on Monday, March 14, 2016 at 4:00 p.m. and the Pledge of Allegiance was said.  Present were Chairman E. Peters, Second Supervisor J. Hanke, Treasurer D. Dobilas, Clerk B. Adler, Dale of the town crew, one citizen, and the First Supervisor arrived at 4:15. 

     The Agenda was read and approved on a motion by Sup JH with Chair making the second, the motion carried. 

     Correspondence was as follows: information from FEMA regarding 2016 Pre-Disaster Mitigation Grant Program and 2016 Flood Mitigation Assistance Grant Program; from Wisconsin Towns Association information regarding zoning; and from Chequagmegon-Nicolet National Forest regarding the multi-year Upland Opening Maintenance GD project.  Tuesday is the Emergency Management meeting in Hayward which the Chairman will be attending. 

      There was no one present for Public Recognition.  

      The Minutes of the February 8, 2016 meeting were approved after corrections on a motion by Sup JH with the Chair seconding, motion carried.

      Old Business:  For Radon the information compiled was sent to Sawyer County Gazette and when possible it will be published for the public.

     New Business: After discussion Sup JH made the motion to approve the Clerk to attend training in Minocqua sponsored by Wisconsin’s Municipal Clerk’s Institute on May12, 13 with one night stay, Chair seconded, the motion carried.  There was a discussion to allow D. Biessel to haul paper waste during road bans, the understanding was that the large trucks would dump in field next to Hwy 70 and then it would be spread from the piles.  Sup RZ made the motion to approve, Sup JH seconded, the motion carried with all in favor.  Also if any damage done to road the haulers would be responsible to repair.  The joint powers agreement with Sawyer County Sheriff’s Office was signed.  Proposed amendments to Sawyer County Zoning Ordinance was denied on a motion by Sup JH with Sup RZ making the second, the motion carried with all in favor.  The Change of Zone District Application from Forestry One to Residential/Recreation One for James F. Carlisle on Butler Road was approved on a motion by Sup RZ with Sup JH making the second, the motion carried with all in favor.  The Clerk will be out of town on the date of the July 10 meeting, she is requesting a date change, Sup. JH made a motion to change the July meeting to Wednesday, July 13, 2016 at 4:00 p.m., Sup RZ seconded, the motion carried with all in favor. 

      Town Roads:  Discussion regarding the bulk oil purchase for engine oil and hydraulic fluid for the equipment would could save up to $6.00 per gallon and the company would install 70 gallon gravity feed tanks with the purchase of bulk oils free of charge.  The purchase was approved on a motion by Sup RZ with Sup JH making the second, the motion carried with all in favor. Road Projects for 2016 – A representative from Pitlick & Wick measured the following roads, Broadway, Zett, Cemetery, Turner, 4th& 5thStreet and Blaisdell Lake Road from the Brunet River bridge west to cover the new culvert installations. The costs of pulverizing the road surface depends on the amount of gravel needed to provide the base for the double chip sealing and totals about $110,000 to $130,000 per mile. Sup JH made a motion to advertise bids for these roads, Sup RZ seconded, the motion carried with all in favor.  R&P’s Earth and Forest Works submitted an estimate for the placement rip rap rock on Saecks Road in the amount of $1,780.00.  This was approved on a motion by Sup RZ with Sup JH making the second and the motion carried with all in favor.  The Chairman will take the bid to Rick Hall and then discuss the project with the DNR.  The Spring Road Inspection was set for Friday, April 1, starting at 8:00 a.m.

The Financial Report was approved on a motion by Sup JH with Sup RZ making the second, the motion carried with all in favor.  Vouchers were approved as submitted.  Meeting adjourned at 5:30 on a motion by Sup JH.

    The next meeting will be April 11, 2016.
