The regular monthly meeting of the Board of Supervisors for the Town of Draper was called to order on Wednesday, July 13, 2016 at 4:00 p.m. at the Draper Town Hall and the Pledge of Allegiance was said by all. Present were Chairman E. Peters, First Supervisor R. Zaborski, Second Supervisor J. Hanke, Clerk B. Adler, Paul and Dale of the Town Crew, Helen Dennis of Sawyer County Board of Supervisors, Robert Schuck candidate for County Clerk, and ten citizens. Treasurer was absent.
The Agenda was read and approved on a motion by Sup JH and seconded by the Chairman, motion carried with all in favor. Correspondence was as follows: USDA Forest Service letter regarding improving state and local transportation facilities that provide access to and through federal lands. The inspection report for the Town Hall was hand delivered today. Public Recognition: Robert Schuck who is running for Sawyer County Clerk spoke and asked for support at the primary election on August 9, 2016.
The Minutes of the June 13, 2016 regular meeting were approved on a motion by Sup JH with Sup RZ giving the second, the motion carried. Minutes of the Special Meeting of July1, 2016 was approved on a motion by Sup JH with Sup RZ giving the second.
Old Business: No further information is available regarding the loaning or renting tables. Sawyer County ATV-UTV Alliance, Byron Wiesner stated that 100 signs have been ordered and he has posts available. In the Town of Draper Snuss, Lincoln, and Dog Patch roads will be signed first.
New Business: The ambulance service was discussed and citizens from the Connors Lake area are sending letters to the Sawyer County Board regarding the time it takes the ambulance to get to the site. Ms. Dennis stated that there is a proposal for the EMT’s to go full time instead of being on volunteer status. This would be 40 hours per week with benefits, compared to the current situation where some are covering up to 100 hours per week. Currently, by the end of 2017 the ambulance service will have a deficit of $467,568.00. But with the new budget the real estate taxes would go up about $20.00 per hundred thousand of assessed valuation. Chairman Peters asked if the Town Board should contact as many Town of Draper residents as possible to alert them to send out letters via e-mail or postal service to the Sawyer County Board regarding the ambulance service to this area. Sup JH made a motion that the citizens of Draper write letters or emails before the monthly County Board meeting on July 21, Sup RZ seconded, the motion carried. The camping on Lot 18, Block 2, NE corner of Willard and Frontage Road, was discussed. The lot is very small and two citizens who have property adjoining the area wrote letters in opposition to the camper. This lot is zoned commercial and camping is not allowed on any vacant property that is zoned commercial in Town of Draper. The Chair will contact Eric Wellauer at Sawyer County Zoning and work to ensure that campers are not allowed on commercial zoned land. He will also work toward getting all campers in the Town of Draper removed by November 30.
The C&S Design and Engineering report on the Town Hall was discussed and the priorities for what should be done. A suggestion for the Town Board and the Town Hall Committee meet in a Special Meeting to discuss this report, the Meeting will be Wednesday, July 19 at 6:00 p.m. The August meeting of the Draper Town Board was changed to Wednesday, August 10, at 4:00 p.m. A quote from Rusk County Farm Supply for LP for 2016-17 winter at $0.99 per gallon for a total of 4,000 gallons was approved on a motion by Sup JH with Sup RZ giving the second, the motion carried with all in favor (Note: there is a total of $941.10 remaining from last year, so the total amount will be 4,941 gallons.)
Town Roads: There is no stop sign beside The Rum Shack, when moving south on Main Street, on the Frontage Road there will be a sign below the Stop sign that states that the cross traffic does not stop with a flag to alert drivers of the change. A Disaster Damage Aids Petition for road wash- outs and culvert replacements was adopted on a motion by Sup RZ and seconded by Sup JH, the motion carried will all in favor. Sup RZ made a motion for the Town to purchase a digital camera to have available so pictures can be taken for any damages done by disasters, Sup JH seconded, the motion carried with all in favor. There was no update from Monarch regarding the paving of the Town Roads. The roadside mower needs work on the joystick, a new one is $2,800.00, Dale is checking on the cost of recalibrating this, also the mower will need tires.
The Financial Report was approved on a motion by Sup RZ, seconded by Sup JH, the motion carried with all in favor. The Vouchers were approved as submitted.
