The regular monthly meeting for the Town of Draper was called to order on Monday, February 8, 2016 at 4:10 p.m. with the Pledge of Allegiance.  Present were Chairman E. Peters, First Supervisor R. Zaborski, Second Supervisor J. Hanke, Treasurer D. Dobilas, Clerk B. Adler, Paul and Dale of the Town Crew and one citizen.  The Agenda was read and approved on a motion by Sup RZ with Sup JH making the second, the motion carried with all in favor. 


Correspondence:  Information from Wisconsin Asphalt Pavement Association regarding a black bag lunch and learn workshop being held on February 23 in Cumberland; Chairman received cutting permits; letter from USDA Forest Service regarding the agreement of culverts on Fire Roads 162 & 161, these have been completed; and from Flambeau River State Forest inquiring about the work done on Payne Farm Road.


Public Recognition:  S. Zmuda asked about replacing street signs that have lost their retro-reflectivity, such as Cemetery Road and Dam Road to name just a couple. 


The Minutes of the January 18, 2016 regular monthly meeting were approved on a motion by Sup JH with Sup RZ making the second, the motion carried.


Old Business:  for the WTA District meeting on February 12, Chair, First and Second Supervisors and Clerk will be attending; this will be the Board of Review training for them. During the discussion regarding the employee handbook the one point that needs to be reconsidered is the accrual of sick days and the total that can be accrued and retroactive to January 1, 2016.  Also maybe vacation could be accrued.  There will be a Special Meeting for discussion on March 7, at 1:00 p.m.  Sup RZ stated that plans are in place for an analog tower, so any new radios for the Town of Draper will be put on hold until this is in place. 


New Business:  Sup JH shared information from a radon fact sheet that was on the internet.  She will get in touch with someone at Health and Human Services for more specific information for the March meeting.


Town Roads:  The Chair and Second Sup will attend the WAPA workshop on February 23; the Town Crew will also attend depending on weather.  Roads considered for work during the coming year should include Broadway, Fifth and Fourth Streets, Blaisdell Lake Road, Uncle Tom’s, Turner, Saecks, Hagen, Brown’s, Cemetery and Zett the final decision will be made after the Spring Road Inspection.


The Financial Report was approved on a motion by Sup JH with Sup RZ making the second, the motion carried with all in favor.  The Vouchers were approved as submitted.  For March meeting the Clerk is to check on costs of purchasing a porta potty for the transfer station instead of renting it.  Meeting adjourned at 5:00 p.m.
